Reducing racial and ethnic disparities affecting youth of color in the justice system (also known as Disproportionate Minority Contact, or DMC) as part of the MacArthur Foundation's Models for Change juvenile justice reform initiative, focusing on eight counties and parishes in Pennsylvania, Illinois, Louisiana, and Washington.
Racial Justice: DMC Action Network
As an expansion of Models for Change, coordinating a network of 21 jurisdictions developing data-driven strategic innovations to reduce DMC, including counties in Kansas, Maryland, North Carolina, and Wisconsin, in addition to the jurisdictions above.
Detention Reform: Juvenile Detention Alternatives Initiative (JDAI)
As part of the Annie E. Casey Foundation's Juvenile Detention Alternatives Initiative (JDAI), ensuring safe and humane conditions in juvenile detention facilities in JDAI sites around the country through training, facility assessments, and monitoring, as well as assisting reform efforts in Washington, DC, and Baltimore, MD, to reduce unnecessary use of youth incarceration while preserving public safety.
Federal Legislation: Updating the JJDPA
With support from the Rockit Fund, providing information on new research and best practices to members of Congress, and advocating for needed changes in the Juvenile Justice and Delinquency Prevention Act (JJDPA).
Federal Legislation: JJDPA Implementation
With funding from the JEHT Foundation and Open Society Institute, preparing educational materials for federal, state, and local audiences, analyzing changes in the JJDPA, explaining new provisions, and identifying potential changes in state laws.
Leadership Development: The Future Project
Planning and implementing a comprehensive fellowship program to identify, train, mentor, network, and find leadership positions for the next generation of juvenile justice leaders.
Confidentiality: Information-sharing with Agencies, the Media, and the Public
A project for the Abell Foundation, analyzing Maryland confidentiality laws and how public agencies responsible for children decide whether and how to disclose information to other agencies and to reporters.
Conditions of Confinement: Requests for Assistance
Improving conditions of confinement for youth in the juvenile justice system by providing research, training, technical assistance, and advice to public officials, community leaders, and other advocates around the country.
Conditions of Confinement: DC Department of Youth Rehabilitation Services
Training DYRS staff on laws and standards regarding children's rights and best practices in juvenile facilities, and helping to develop and train a Community Oversight Committee to review conditions regularly in DYRS facilities.
Racial Justice: Building Blocks for Youth
Continuing to inform the public about findings from the 11 major reports prepared for Building Blocks, a multi-strategy initiative to reduce racial and ethnic disparities.
Disability Rights: NDRN
Working with the National Disability Rights Network and Protection and Advocacy programs around the country to protect the rights of disabled youth in the juvenile justice system.
Completed Projects
Racial Justice: Travis County, TX
Helping the Travis County Juvenile Probation Department to analyze sources of DMC and develop alternatives to secure detention for youth who violate probation.
Conditions of Confinement: Prison Rape Elimination Commission
Preventing sexual assault and other abuses in jails, prisons, and juvenile facilities by assisting the National Prison Rape Elimination Commission in developing standards for submission and approval by the U.S. Attorney General.
Conditions of Confinement: Texas
Assisting the Texas Youth Commission in revising standards for juvenile facilities in Texas to meet constitutional requirements and move toward best practices.
Education: Removing Barriers to Education in Virginia
Collaborating with children's advocates in Virginia to remove barriers to education stability for foster youth and youth in the juvenile justice system.
